Eldorado Tree Replacement Project contract will be awarded in July 2024 with the installation of palm trees to begin shortly thereafter.

This project will line the Whitewater Channel downstream from the municipal golf course. Concrete channel lining will be installed on the north and south sides of the channel slopes. Scour will be mitigated by deepened footings along the base of the wall. The channel lining will protect the slopes from erosion, lessening the impacts of sediment transport downstream from the project site.
The City recently completed a strategic asset plan by Stone Creek Partners. The report provides opportunities to make improvements at the Indian Wells Golf Resort. Some of the potential improvement projects are included in the documents below. One of the possible improvements is a Players Course redesign by John Fought, the original designer of the course.
Fairway Park's grand opening occurred on Monday, April 15, 2024. This is a passive park for walking and enjoying the green space.
History:
Earlier this year, the City Council directed staff to identify opportunities for the development of park sites in the community. On November 10, 2021, the Indian Wells City Council approved a partnership with Desert Recreation District (DRD) for the development of a proposed Park on vacant lots at the corner of Fairway and Eldorado.
The two vacant residential lots were identified for a variety of reasons:

Beginning in January 2022, a new State law, SB 9, eliminates single family residential neighborhoods by allowing the subdivision of property for greater density neighborhoods. Cities will be required to administratively approve such requests without any public hearings or input. The two vacant lots where the proposed park is to be located could be subdivided into 8 new homes under the new law. The City is purchasing these properties to preserve the quality of the neighborhood. Click here for a summary of the new law and the text of the law.

The City wants to develop a first-class park for its residents with amenities to provide a safe and pleasant experience. Keys to this goal will be strict hours of operation, high maintenance and design standards, visible police presence and more.

Vacant lots have been issued citations for code enforcement violations for not properly maintaining their land. This alleviates that issue.
The partnership with DRD includes a shared cost of 50% for acquisition, design and development of the park up to $2 million. In addition, DRD will be responsible for the ongoing maintenance of the new park. Funding for the City’s portion of the project will come from grants and developer fees that can only be utilized for park projects. To gather opinions and input from residents, DRD hosted community meetings on the proposed park development to give residents the opportunity to express support or concern for the project, which amenities should be included at the park, proposed hours of operation and more. These meetings were held on:
- Monday, February 28 at 6:00 p.m.
- Tuesday, March 1 at 4:00 p.m.
- Wednesday, March 2 at 4:00 p.m.
- Tuesday, May 3 at 4:00 p.m.
- Wednesday, December 7 at 1:30 p.m.
Based on the input received at these community meetings/study sessions, DRD developed three (3) conceptual plans that they shared and received further input and ideas on at the Special Planning Commission Study Session on December 7, 2022.

Frontier is currently installing Fiber Optic service in Indian Wells!
Frontier Communications is installing Fiber Optic internet lines through many neighborhoods south of Highway 111.
- The new communication service will be installed in public right of way.
- The width of the public right of way varies. On average, it occupies 3 feet to 10 feet behind the curb.
- The installation will be conducted by boring, a process which installs the conduit under the right of way without opening trenches in the street.
- Some of the work to install the fiber optic cable may occur in front or side yards.

The Energy Efficiency Project will yield cost savings of an estimated $12 million in the first 20 years of the projects’ lifecycle, which will produce over 2 million kWh and remove over 2 million pounds of CO2 from the environment. The City has installed solar panels at the Indian Wells Golf Resort and City Hall, added EV charging stations, improved HVAC and energy storage capabilities, and more.

Highway 111 Pavement Overlay/Rehabilitation Project – Phase 1
In January 2020, the City was awarded a grant from CalRecycle to use rubberized pavement for the reconstruction and overlay of Highway 111 from Village Center Drive to Eldorado Drive. The project took approximately 60 days to complete.
By using rubberized pavement, this project diverted approximately 5,833 California waste tires (or passenger tire equivalents) from the waste stream.
Genton Property
In April of 2018, City Council granted entitlements to the TMC Group for future development of the new 5-story 139-room luxury Delano Hotel at the 15-acre site on the northwest corner of Miles and HWY 111. The project also included 31 hotel villas, 54 condominiums, and other resort amenities including pools, hotel restaurants, conference rooms and a wedding garden. Unfortunately, the Applicant was unable to secure the funding to purchase and develop the property due to the strains on the financial market conditions during the onset of the COVID-19 pandemic period. Recognizing the financial strains caused during this period, the City Council continued to work with the property owner, Miles Lodge LLC, to extend the Development Agreement until February 28, 2022, when it officially expired.
However, the City is excited to announce that Genton Cockrum Partners, a real estate development and advising agency, has purchased the vacant site located along Highway 111 and Miles Avenue, now known as the Genton Property.
Tommy Bahama Resort
Tommy Bahama, an iconic island lifestyle brand that creates dining and retail experiences with products like men’s and women’s sportswear, swimwear, accessories and home furnishings, has announced that it will be partnering with Lowe, a national commercial and hospitality real estate investor, to create the Tommy Bahama Miramonte Resort & Spa in Indian Wells. Expanding its reach in the hospitality industry, this will be Tommy Bahama’s first resort, which is slated to debut in late 2023.
The creation of the Tommy Bahama Miramonte Resort & Spa will involve extensive rebranding and renovation of the Miramonte Resort & Spa, such as a redesign of public spaces and bar experiences, installation of a new indoor/outdoor restaurant, a retail boutique and a general shift toward Tommy Bahama design aesthetics. The completed resort will feature 215 rooms, 35,000 square feet of meeting and event space, three resort-style pools and signature treatments at a 12,000-square-foot spa.

In May 2019, the Council approved an ordinance to allow for more flexibility in signage and restaurant space to help attract potential retailers, however, the COVID-19 pandemic stalled the property owner’s (MIG Real Estate) ability to attract a new tenant. In the meantime, the City worked with MIG to turn the vacant lot into a community space to host the Indian Wells Farmer’s Market, which offers fresh food options and artisan goods to Coachella Valley residents and visitors. While the storefront was unoccupied, the City continued efforts to meet the needs of residents and attract a top-tier grocery store tenant by conducting outreach efforts, including various community meetings and attendance at conferences to promote the space and ensure that it would be permanently filled.
The grocery store Sprouts will move into the Village at Indian Wells shopping center and be open to the public in Fall 2023. The Indian Wells City Council unanimously approved the Conditional Use Permit at the September 15 City Council meeting, allowing the grocery store to occupy the space that was vacated by Ralphs in 2016.
The new location will offer a variety of produce, a deli with prepared entrees and side dishes, butcher shop, fish market, a large vitamins and supplement department and more.
Each city in California is required to have a General Plan which serves as a guiding document for the City’s long-term growth and development. Our City’s previous General Plan dates back to 1996, and this comprehensive update to our General Plan serves as an important opportunity for our community to consider where we’ve been, and where we’d like to go over the next twenty years. The General Plan addresses a range of important community topics like land use, housing, economic development, transportation, parks and recreation, public safety, and more. City staff, elected and appointed officials, business owners, developers, and citizens can reference the General Plan for guidance on our community’s long-term goals and priorities, helping to ensure that day-to-day decisions bring us closer to our vision for the future of Indian Wells.
The Indian Wells City Council adopted the City’s updated Housing Element at the June 2nd Council Meeting, and authorized staff to submit it to the California Department of Housing and Community Development (HCD) for their review and certification. The Housing Element describes the City’s updated plan for addressing the housing needs of its residents through October 15, 2029. As stated in HCD’s initial review letter dated January 31, 2022, the draft housing element submitted on December 2, 2021 addressed many statutory requirements; however, revisions were necessary to comply with State Housing Element Law (Article 10.6 of the Gov. Code). The City has made the necessary revisions, which were posted online for public review on May 16, 2022 along with email notifications to those who requested updates, per the requirements of AB 215. No public comments were received on the revisions. The City is committed to working with HCD to implement the updated Housing Element, to ensure the legal adequacy of the City’s General Plan, and to preserve local control of land use decisions.
